They're allowed to have notes and a pen to write things down. Every political debate I've ever seen in my life has this.
And they BOTH know EXACTLY what the questions will be ahead of time so they can pre-rehearse the answers, just like every other debate. Otherwise they wouldn't do it and risk a 'Gocha' moment on stage.
