For the most part. Congress really controls things. The President has executive orders and has a lot of power to do things, but mostly they are a figurehead. You could think of them as a coach. They set up the plan and Congress carries it out.
To me the two biggest things they do is nominate judges especially Supreme Court Justices, and they act as a spokesman for our country when dealing with other countries.
