Many black people were still not allowed to vote in this country until 1965. There was a black man lynched by KKK members as recently as 1981 (there may be others more recently, but that is the last documented case). These wounds are still fresh in the minds of many black people so when a cop shoots and kills a black person in a situation where some people feel it was unwarranted it feels like an extension of that oppression.

Good analytical explanation - however I tend to think much of the time they're just looking for (insert any excuse) to create chaos and havoc. I doubt many of them really take the time to think things out the way you've explained above - more of a mob mentality than anything.
