A) allegations are true. In that case, yes, you would be mad/surprised/etc that he dares to threaten.
B) allegations are false. In that case why would you say that? Why would he not dare if allegations were false?
So yeah, that quote of your is you claiming that allegations are true, otherwise that quote would not make sense...
