This is a huge part of the problem - Instead of making a law, they make a law with ten thousand things added on.
Meaning.... The law should read "If you murder someone, you go to jail for life". Not "if you murder someone you will go to jail for life, we are going to build a water slide park in Florida, it is not illegal to go logging in Washington State, the speed limit in school zones must be 20 miles per hour, it's illegal to kill a jaybird in Florida" and so on....
A law should be "X" not "X plus 1400 other things".
