it actually doesn't exist as most are statistically likely to be abused by family/friends that are close to them in their circles. its just the buzzword the ojjdp icac uses to secure federal funding, try to entrap people, follow them all around the world with teams of uneducated goons, have assemblies, write more grants to fix said imaginary problem, kind of like the war on terror etc. just my opinion of course
