No it's not. If you know a criminal code which makes it illegal, please post it.

navalny.com/ - a blog that belongs to the worst Putin's enemy in Russia -
Alexy Navalny. He has millions of followers (BTW he's office is located just near my home ;)). Have he registered his blog somehow? No. Can Putin do anything to him for that? No again. I have a lot of blogs. Do I register them? Course no, like 99,999999% of others here. Why? Because there is no criminal penalty for that. The people who register their blogs as media, do it for the befits that belong to journalists only. I don't need those benefits, so I don't register anything.
