Here is an example. https://navalny.com/ is the blog that belongs to the worst Putin's enemy in Russia - Alexy Navalny. He has millions of followers. Have he registered his blog somehow? No. Can Putin do anything to him for that? No again. I have a lot of blogs. Do I register them? Course no, like 99,999999% of others here. Why? Because there is no criminal penalty for that. The people who register their blogs as media, do it for the befits that belong to journalists only. I don't need those benefits, so I don't register anything.

that's not the point, you said there are no laws restricting your freedoms in Russia... when in fact there are, maybe you won't go to jail over it, but if you can get fined over it it's "illegal"...
it's not enforced now, but any day it could be, you could piss someone off, and they could fine you up to 30,000 rubles for each blog, which if you have dozens would quickly ruin you...
