No one can make any company relocate factories anywhere, the argument does not make any sense because of the type of government the US is supposed to have. The idea is to use the tax code and tariffs to make manufacturing more attractive and competitive for companies who want to participate in the American market place. I dont see a problem adding a 30% tax on smartphones made outside of the US, or 40% even if that's the magic number. If the price of smartphones got so high the American public would be priced out of the market, the market would figure out a way to sell in the largest market economy in the world...ie, build factories in the US. Maybe it's protectionist and nationalistic, but it's past time US concentrates on rebuilding their own country and stop pouring trillions of dollars in places that dont even want the meddling. Apple pays about $10billion in combined taxes every year. I see lots of room in their tax bill to give them reasons to manufacture in the USA, federal, state and local.
