It sounds like a horrible idea and I believe on one hand it is.... But there is a reason for it. We have a lot of illegal immigrants driving, and if they do not have a driver's license they cannot get insurance - which means none of them have automobile insurance.

It shouldn't matter though. In order to employ someone, you need their social security card. And you have to verify them through the federal e-verify system.
I like the excuse they give foer supplying illegal migrants with IDs.

I understand about Social Security cards. I have one. Great way of stopping an illegal migrant from getting a job.
