More important is the fines. Hike them up to a level that links the wealth of the employer to the fine. Like a billionaire is fined up to $100,000 per illegal. And all the money collected in fines goes to fund the police who monitor the situation. After a short time, there won't be very many of them. Employers and landlords will do the monitoring to save not going bankrupt.
Won't happen because billionaires don't want it to happen.
