You are wrong here. All those oligarchs are Putin's friends and/or his family members. Just a couple of months ago, we found out that old Putin's friend (he is a violinist, not a businessman) has got 2 billion (yes, BILLION) dollars on his bank account in Panama. Everybody here knows that, and nobody cares. The people say: that's Putin, he could steal more, so not a problem. And I'm not kidding
