of course they can be intercepted, RIM-161 Standard Missile 3 has a speed of Mach 15.25, it's able to intercept pretty much all except the most modern ICBMs...

... but there is a still a minor detail that both Russia and US have 1000s of ICBMs and so at this time it would be impossible to intercept them all... making them kinda useless in a war against Russia, but against North Korea or some other nutjob with only limited number of warheads it should work great...
