Now if the pollster is willing to do this they are also willing to rig the actual calling list. Which means that Hillary is actually likely behind rather than neck and neck.

They ask more Democrats because there are more registered Democrats than there are registered Republicans.
Of all registered voters in the US, there are about 55 million registered Republicans and about 72 million registered Democrats with around 42 million registered independents.
