The comma does nothing to fix your title. You can't use an apostrophe on a common name to imply "is", it will always imply ownership. Also, you don't use the adjective nuclear and then say "with nuke", the implication is there already. Should have put "Putin is nuclear mad, his latest weapon is able to take out Texas". I would have Natalie write your posts Gary, she has a better grasp of the English language.
