It's hard to prove but my theory is that Google is measuring vital metrics (backlinks, social media mentions) as a function of time. If their unit of measure is weekly, then they can use that measure to see if your trend is upward or downwards. I've been experimenting by not increasing my links (just maintaining existing ones) and I have been noticing a downward trend even though the total number of links is constant. It seems to make sense from a logic point of view as well to measure a site's popularity as a function of time. It would also account for blog links that move from page 1 to page N over time.
