You're right but google doesn't know this.
They don't have time to check which sites are playing by the rules and which aren't. All their algo sees is how much time people spend on the site and how many return, the links generated there etc...
I'm not saying it's morally right, just that google doesn't have time to check each and every video/picture site that does this.
