There's never any political will to persue this agenda. Sure they all talk big and tough about being anti-porn, even both Bush sr. and Bush jr. were anti-porn but did nothing.
Just the same if they did ban porn it would drive the value of porn up! It wasn't that long ago that people were paying $50 for just one movie.
