Castro didn't accept the return of the criminals he sent to the US.
Mexico does not have to do what we tell them to. Some countries will not accept undesirable deportees. Mexican "criminals and 'rapists (trump speak)'" at point.

Why would a sane country accept the return of a suspected terrorist?
We have had to send Gitmo detainees to third countries for reason that their 'home' countries refused to accept them.

Once again, you are comparing apples to sneakers.

The United States most likely does not have any agreement in place with Cambodia to return illegal aliens to Cambodia, mostly because we do not have a lot of illegal aliens from Cambodia. Likewise, we haven't had ANY agreements with Cuba in the past fifty years so that is that.

I am pretty sure we have an agreement with Mexico for them to take back illegal aliens. If we didn't that would be a huge problem, being as we have deported 2.5 million illegal aliens in the past eight years.
