It's creating divisions in the Republican party. Trump said over and over he would repeal and replace it. During his meeting with Obama, the President asked him to keep the parts of Obamacare that allowed people with pre-existing conditions to get insurance and asked him to keep the part that allowed kids to stay on their parent's policies until they were 25. Trump then told the WSJ that he didn't have a problem with these and that maybe the best thing to do was to "fix" Obamacare to make it work better.
A lot of Republicans want to repeal and thrown in the trash can. Many others realize if they take away 20 million people's health insurance overnight there would be a huge backlash. Trump seems to realize this. It seems like he might be genuinely thinking about the best way to go about this in order to get the best coverage/care/deal while getting rid of the bad parts of Obamacare.
Of course, it all comes down to how well they will lower/control the costs of the actual healthcare. If they can't keep the costs from going up, then any program they put forward will likely fail.
