If you read the link you posted you will see it says, "This must be done not earlier than the completion of the canvass and not later than 5 p.m. on the 3rd business day following the last meeting day of the board of canvassers determining the result for the office/referendum. "

It looks like that last meeting was on the 21st or 22nd of this month. Making today, the 25th, the deadline.
