I think we are talking about different things here. I honestly know very little about Kosovo but from what I know your government either failed or was removed; I don't remember the details. The UN gave Kosovo a limited amount of support, but after that Kosovo was on it's own. No government is going to step in and continue to support a country for decades.

With Cuba, we have been strangling the country for decades. We've gone out of our way to ensure they do not do well. That hasn't helped anyone.
