Does anybody have any idea what to do about this?

The biggest issue I think isn't how much traffic I'm getting from China, but more-so the fact that I am getting so many Chinese links.
I just looked again today, and in the last week alone I have over a dozen *do-follow* links, almost all coming from low quality sites.
The crazy thing is, it looks to me like a new method of Negative SEO. The links aren't coming in by the thousands, they are trickling in, but at least 70% of them are do-follow, they are mixed up quite well, with a significant portion being mixes of no-follow links and links from more quality Chinese sites.
I really am not sure how to fight this. Any ideas??
Is there some way I can disavow *ALL* links coming from a given region?
