They were set up to stop pornographers getting found not guilty on Obscenity charges. You had to have the BBFC License which was in reality censorship to sell videos. No license, with a few exceptions, you broke the law. It was a slam-dunk for the government. It also created a huge department of censorship.
The Internet annoys them because it destroys their power over people's viewing. And the jobs at the BBFC. So they come up with this. In full knowledge, it hasn't a hope in hell of working. UK porn production has never been so low, in modern times. Brits will just watch porn produced overseas. Because sitting there and going through site be site, will never work. Turning off a few big porn sites will be like plugging one hole in a sieve and using it as a bucket.
Doesn't mean they won't try and spend money, losing the battle.
