I agree with Strobi,
ban them asap but if they contact you to ask why, give them another change.
I do reviews and allso submits, but submitting isn't easy somethimes.
Too mutch diffrent rules apply, instead of a few basic and honoust ones, some ask really amazing breathtaking and houres of work to apply to those.
(these are few exeptions but...)
just think of it, there are still honoust webmasters around who don't wanna make a big quick $$$$ but loving the work and get steady payed for it.
