I was creating it from within skype application that I have downloaded already. So looks like you need to be creating it from the site. However it does not make any sense why would they not let you pick username from application. As if people are happy to be using emails or phone numbers as their IDs...

And the problem is that I burned my email and phone number on those accounts and could probably not use them to verify the one I will create with my desired ID.
