The Feds defer to the states for statutes on this - and quite a few do not have laws against it - including Texas as I mentioned earlier... the only place you might get into trouble is with interstate commerce to a state that does have laws against it

I think there is something about obscenity laws where it falls under, not very familiar with the US laws but pretty sure it's not allowed to 'distribute' bestiality in most US states. Either way, Visa and MC don't process for it anymore, so it's commercially not interesting anymore. When it was still allowed and companies like CCBill still processed for it the market was really huge.
After Visa and MC banned it most of the production stopped as well, and at the same time it became illegal in the Netherlands where most of the producers and operators were.
Back in the days it was all over the biggest sites back then like The Hun, so probably these days it would be all over the Tubes if it was allowed.
