Just as an example: If there is a website of some weird "dude" fucking others in their ass without asking and *this one sites webmaster* is buying and selling hardlinks, spamming forums with links to his website and forces other webmasters to remove links to competitors and therefore is influencing SERPs then -call me crazy- isn't that against Google Webmaster Guidelines?
If you have found such a site, don't hesitate to report it to Google... to improve the web for all of us!
Needless to say the more people are complaining, the chances are better it will be processed by Google.
In the end it's the future of our kids!
