You either are apparently ignorant about the US Constitution and the US political system or are just a troll. I suspect that you are alittle of both. Being that the US is a Republic, the US Constution provides for the election of people to represent them in governance of the country, which includes the President of the country. It was the elected representatives of the people that made the decision to engage our military, specifically upon the orders of the President of the US who is the ultimate Commander in Chief of US military forces.

Civilians micro manage the US military, which said management includes when to engage , where to engage and how long to engage our military forces. It also includes target selection, rules of engagement, and the goals of the engagement, the type of weapons that may be used during the engagement etc. etc. etc.
