They pay whatever rates are competitive enough to get them employees. If they paid 10 in Cali they would not get employees. They do not pay 18 out of generosity, they pay because that is the market rate for employees there. If they get employees for 10 in FL they do not need to pay 18.
That is business 1 on 1, but not for leftist (lets "redistribute" shit to people types) to comprehend, apparently...
