The VP has always lived at Observatory Circle, which I believe is owned by the US Navy or is on a US Navy base. The VP does not need to rent or buy a house.

The article I read said that this is a temporary house. He is still Governor of Indiana until the actual inauguration so he is splitting time between there and DC. After the inauguration he will be moving into Observatory Circle.
