Based on reading your post, I'd have to say that they way YOU ran your campaigns is what caused the issue. Unless I'm understanding you incorrectly, it seems you would want to modify your Ad Set and let FB monitor and place the ads in that set accordingly using the same budget. No budget increase required. Just design different ads, keep them in the same Ad Set and FB will display the successful ads more often. At that point, you can shut off the less successful ads but your budget always remains the same.
