I can understand undercutting DT because DT is undermining his presidency by meddling in affairs before he takes office.
Obama has to publicly list these steps so when DT takes office it will be on public record that he's repealing all punishment to Russia for the hackings. At the same time DT will be pushing to work more with Russia so it puts DT in a tight Manchurian spot. It basically makes DT push twice as hard for Putin, making the ass fucking twice as tight to penetrate.
