Are you really that naive or just trying to look so? These very negotiations that involved a big group of people such as Hans-Dietrich Genscher, Helmut Kohl, Douglas Hurd, James Baker and many more... When I say "Gorbachev" and "Bush" I don't mean they have decided that tet-a-tet while drinking beer in some pub.
P.S. Flowing to your logic, the president of Soviet Union Gorbachev was in no position to make any promises to the West regarding Russia. Simple because... Russia is not the Soviet Union, so all the agreements of that time can be broken by Russia at any time and nobody can blame us for that, right? We can always say: "That was promised by a president of another country, so we are not going to keep his word. Let's Soviet Union do it".
