What's not clear is if it was a one time thing, or if they intend to permanently freeze reserves.

Freeze is probably not the correct term, as it is doubtful anyone will ever see them again.

Todays payout does not include any reserves, so hopefully it will come through intact.
Here is what my rep wrote to me:

"iBill is not holding your reserve, our EU processor is. CMI only is used internal by iBill. The processor uses transactions to measure chargebacks.
In February 2003 you had xxx transactions, 2 were charged back and it put you above 1%, so therefore they are going to hold your reserve. I do apologize for any inconvenience this may have caused."

I really like the last sentence

Yes, it's because of TWO chjargebacks

By the way: I never received reserve payments on the 5th, for me they were always paid on the 20th. And on July 20 I DID receive my reserves.
