The email you are referencing is between 2 members of the DNC and is a quick transcript of Ben Carson's comments on MSNBC on May 13, 2016 while talking to Chris Wallace.
Go to about 9:45 in this video and you can see/hear the comment you are attributing to a member of Hillary Clinton's campaign was actually a comment by Ben Carson.
