I think this is wishful thinking.

"Trumpcare" will repeal tax credit advance payments and keep the tax credits in place -- poorer people will not be able to pay.
"Trumpcare" will reduce the Medicaid requirements.
"Trumpcare" will assert ''states rights'' and block grant the Medicaid expenditure to each state.
"Trumpcare" will keep the preexisting coverage requirement and insist that the insured are "risk pooled" They may agree to some subsidy to the insurers so the premium prices do not sky rocket as this would be politically ruinous.
