Ok, lets break down what he really says here:
Russia is a geopolitical foe, and Obama needs to be stronger in dealing with it.
What is he trying to do now? Make Russia more of a geopolitical ally than a foe and cut deals with them that benefit both countries.
Sounds pretty good that he is trying to turn around the tense situation between the countries created by the washington establishment.
