Algae? Hell if I know?!

I was thinking that this problem was centric to our swimming pool. I was cleaning the pool last week and noticed that there was algae growing on the floor of the pool and there was an odor resembling a badly managed freshwater fishtank surrounding it.
Just now the toilet plunger fucked up in the main bathroom though and the smell I got off the toilet tank water was similar to that. Toilet tank water should be potable, but I'd not drink this stuff.

Anyone here with experience on the subject that might have some helpful advice?
