If he was already sworn in when the OPs picture was taken then it is fine although not required if the Commander in Chief salutes any subordinate that salutes him - this was confirmed by Reagan while he was president and started doing it occasionally...as have other presidents especially in a ceremonial situation.

As far as all other civilians - anyone with a grade school education knows that you salute a passing flag or paying respect during the national anthem by placing your hand over your heart - and if you are a male... wearing a hat...removing it ...and of course everyone standing
