As an interested party, with legal standing as an affected party, you can challenge the constitutionality of any Executive Order in federal court. This would include a governmental workers union filing with a few affected workers claiming harm.

There are 152 case citations.
This should go to the courts there is a real constitutional free speech issue of national importance IMO.
