The potus did not send them in on his own. The state governor had to request the help. We don't live in a dictatorship where 1 man can send the troops in where ever he feels like.
We have checks and balances for that very reason, to protect to people from ass hats like Trump.
Trump can offer assistance and the state govt can accept or decline but Trump can't order it to happen.
You need to go back to school and learn about your country..
