The card is good for 10 years like a regular Passport.

If you cannot afford the price of a passport why should you have the right to vote? Maybe they could issue ID cards only to all citizens at no charge that PAY taxes ... Get something back for the taxes you pay. If you don't pay any taxes you PAY for the card. Let them pay with their EBT card and be hungry for a week -- that is the price of freedom and voting rights Does being a citizen mean that little?
Charging people to vote is anti-democratic.

But having voter ID that's only available for citizens is essential.
