this is a complete business decision. Just like you.. if you are sending traffic to a sponsor, and they do not convert, I'm sure you take your traffic elsewhere.
We too run a business, if we see that an account has a higher than average chargeback problem, then we too must make changes.
I apologize if our pro-active approach to these new Visa regulations seems harsh and uncalled for, but we must be making sure our business is operating at all new parameters.
Lastly.. as was mentioned you will get paid for your traffic and signups.
I will go back and re-evalute your account personally... as there is always room for error.. we get a list of accounts with numbers... there is no discrimation that way..
