I think it has no sense to kick the webmasters for promoting target keywords on some paysite.
If i will promote in google for example milf hunter on his keywords and i will be kicked because of bad trafficc, then there will be someone else on my place with this site. And the same story goes again. Surfers know better, how to do not pay, then in past. . The problem is bad surfers and Visa too...
