That was a result of Jackson–Vanik amendment. As an example: Sergey Brin (Google). The Americans call him Russian, but he is not. He is an ethnic Jew and a son of immigrants from the Soviet Union. He is one of the chosen ones that were allowed to leave the USSR.
I'm not an antisemite and I even have some % of Jewish blood in my veins, but I did never understand it... They have initiated the commie coup of 1917 in Russia and they were the first and the only ones who've got a right to run off the Soviet regime. How come?
Go to Brooklyn and you will meet the the classic Soviet people there. Go to the modern Russia and nothing will remind you about communists (formally we have such a party, but they have no support and they just a bunch of clowns). A very interesting fact, isn't it? Maybe because all the real commies have relocated from Russia to Israel and the USA...
