Agreed. That is definitely a conflict of interest and something to watch out for.
While I don't like the idea of politicians funneling money to their own private business?or their crony friends?funneling it to highly wasteful government education doesn't seem like it is any better.
I think the ultimate goal is to improve education or bring down costs either. The current system seems to be failing so continuing it doesn't make much sense.

However, if those schools do indeed suck, why would parents choose to send their kids there? I'm all for higher standards in education but who gets to decide the standards? Seems like letting parents choose the schools and standards would do a decent job of weeding out the underperformers.
When you let people decide, they are likely to choose the best option for the lowest cost.
When you let government decide, they far too often choose the most expensive option with the least amount of work required of them.
