Yes, they actually do. If you can't afford private school and don't want to send them to public school because you think they suck, you could end up in jail. Many states do not allow home schooling and even if they did the parents might not have the resources to do so. With vouchers parents would have a solution.

If you don't want to be forced to pay for private school then why force others to pay for "public" school. People can disagree about which is the better school but whenever you deny people a choice, that's a monopoly, and monopolies tend to result in higher costs and lower quality.
