there was an issue like this some place in the states a few years back. The Trans Community got involved and went to the beach and took their tops off.
What happened then was funny. How do you tell a " Man " " Legally " anyway that he has to have a shirt on when on the beach.
I think they ended up scrapping the topless law and things went back to normal which was topless was ok in the one area.
