Pic and movie gallery pages are still used by traffic brokers, ie: Exo, Ero, JuicyAds, PlugRush, etc, so they have a place to send all the fake bot traffic to and you have a place to hang your banner on to pay for all those fake clicks.
That's the only reason these types of pages exist. Fake bot traffic is a HUGE money maker in the industry that has no federal regulation. Fake bot banner, pop unders, and skim are where the real money is being made online today.
